Our client, a major organization within the Public Sector, has asked Bagg Technology Resources to assist them in finding a Program Director to join their team. The candidate will have proven experience leading complex, high value programs that drive business change through technology, with preference given to experience leading programs implementing transit payment solutions.  A broad enterprise change background leading ERP programs would also be considered.  Ability to bridge customer experience, business outcomes, and technology is key to engaging with our broad stakeholder and supplier landscape. Implement a robust governance effectively using lean thinking, hit the ground running and have energy and drive to make positive change happen quickly. Advocate for the mutual wins the program will bring to its stakeholders, while maintaining design integrity in the program.

Key Responsibilities

  • Design and plan a multi-dimensional program to deliver interrelated business and technology objectives and proactively driving its progress, resolving issues and initiating appropriate corrective action
  • Ensure a balanced and appropriate focus is given to technology solution and product development, business change, rollout planning, customer experience and engagement, and ongoing operations management by the program team
  • See the big picture and advocate for the vision to lead teams through transformation in support of the overall delivery of business outcomes as defined by the Program
  • Build and motivate a high performing, multi-disciplinary, multi-source program team. Lead project managers and other team members effectively, providing development, mentorship, guidance, and coaching
  • Define the Program's governance structure and working with stakeholders to implement that governance structure in a complex environment
  • Build great relationships with internal and external stakeholders to bring them along on the change journey
  • Empower appropriate senior level decision-making by providing timely and consistent communication and reporting on opportunities, progress, changes, and impact on components
  • Manage both dependencies and interfaces between projects including developing and controlling deadlines, budgets and activities
  • Manage supplier relationships and contracting, including complex public sector procurement scenarios
  • Develop an appropriate change management and communication plan to land the transformation effectively
  • Ensure effective quality assurance and the overall integrity of the Program
  • Manage third party contributions to the Program
  • Ensuring on time and on budget delivery across the Program
  • Implement appropriate controls, reporting, and RAID management. Prepare timely materials to facilitate upwards reporting and steering group engagement


  •  At least 10 years of relevant experience
  • Demonstrated experienced in senior leadership role
  • At least 8 years in program management and at least 12 years of experience managing portfolio of projects from inception to completion
  • Preference given to large integrated program experience. Digital transformation, payments, or transit technology experience preferred. Largescale ERP experience would also be applicable.
  • Thorough understanding of project/program management techniques and method, including Agile as well as Waterfall and Hybrid SDLC principles and when best to apply each delivery method to deliver complex technical solutions
  • 10+ years of experience delivering complex programs
  • Expert knowledge of Program and Project delivery; managing programs over $50m budget with high risk and complexity
  • Excellent stakeholder management skills and experience working with highly diverse teams
  • A good breadth of understanding and experience within payment industry is strongly preferred
  • Effective communication and influencing skills across all levels of the organization
  • Strong vendor management, conflict resolution and negotiation skills
  • Strong executive reporting
  • Ability to work with all levels of staff
  • Ability to quickly learn new concepts and tools
  • Comfort with complexity and ambiguity
  • Strong attention to detail
  • Relevant degree in business or IT management discipline; specific to consulting subject-matter expertise
  • CPIC certificate
